The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are issued from multiple capitals. Significant resources is allocated on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from Russian territory, a ability enabled by up-to-date information. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Following this, a heavy machine gun engaged a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
